I don't remember for sure but I think it's when you're choosing the camera or car locations you can press Select (or some button) to "Enable Bob".

You can find it in the car options menu. Hit Select then Triangle I believe to get the car options.

This happened in a GT Saturday race a few weeks back.  Someone was lagging pretty hard at the start.

This is a common condition when using helium to inflate the tires.
